Evacuation concepts for events, companies and special constructions

Clear evacuation plans for greater safety in emergencies

"Eine sichere Evakuierung ist kein Zufall, sondern das Ergebnis klarer Strukturen, geschulter Personen und vorausschauender Planung."
"A safe evacuation is not a coincidence, but the result of clear structures, trained personnel, and forward-thinking planning."

Konstantin Rohr | Managing Director of Safety Group S.à.r.l.

The Safety Group S.à r.l. supports companies, operators, organisers and owners of special constructions in the creation and implementation of professional evacuation concepts that protect people and minimise damage in an emergency.

The focus is on organisational preparedness for emergencies. Our evacuation plans ensure that responsibilities are clearly defined, procedures are understood, and all parties involved can act safely and in a coordinated manner in the event of danger.

Objective and Fundamentals of an Evacuation Concept

Aim of an evacuation concept

An evacuation concept ensures that all persons present are led quickly, in an orderly fashion, and safely out of the danger zone in the event of a fire, technical fault, or other hazardous situation.

This prioritises not only escape routes but, in particular, clear role distributions, functioning communication and trained evacuation assistants.

Legal bases and technical rules

The obligation to plan and organise evacuation measures arises from various legal requirements and recognised technical standards, including:

  • ArbSchG, Section 10
  • Workplace Regulations (ArbStättV)
  • DGUV Regulation 1 – Principles of Prevention
  • ASR A2.3 – Escape Routes and Emergency Exits
  • ASR A1.3 – Safety and Health Protection Signage

In addition, the following standards and guidelines form the technical basis for our evacuation concepts:

  • DIN ISO 23601 – Design of Escape and Evacuation Plans
  • DIN EN ISO 7010 – Safety Signs
  • DIN 14096 – Fire Safety Regulations (Parts A, B and C)
  • VDI 4062 – Evacuation of persons from buildings and facilities

The VDI 4062 is considered a recognised rule of engineering and describes the planning, organisation and execution of evacuations, particularly in complex buildings, large crowds and restricted structural possibilities.

Evacuation concepts for special operational areas

Special structures: Theme parks

Theme parks generally count as special constructions and place particular demands on evacuation concepts.
Additionally relevant here, among other things, are:

  • Building Regulations
  • Ordinances on Assembly Venues
  • DIN EN 13814 – Safety of amusement rides and attractions

Evacuation strategies must take into account visitor flows, extensive grounds, rides, and varying hazard situations. VDI 4062 provides a practical basis for organisational evacuation.

Historical Buildings: Castles and Palaces

For historic buildings such as castles and palaces, structural modifications are often only possible to a limited extent. Evacuation concepts are therefore of particular importance here.
Relevant fundamentals include:

  • Building Regulations
  • Heritage protection laws of the federal states
  • DIN 14096 – Fire Safety Regulations
  • VDI 4062 – Evacuation of persons from buildings and facilities

In these cases, organisational and personnel measures are the priority to ensure the safety of visitors and employees.

Our services in evacuation concepts

Creation of the evacuation concept

Wir erstellen für unsere Kunden ein individual evacuation concept, tailored to usage, building type and operational processes.

Ingredients include:

  • Analysis of structural and organisational conditions
  • Definition of escape and rescue routes
  • Designating collection points
  • Consideration of specific groups of people
  • Alignment with existing safety and fire protection concepts

Instruction of evacuation assistants

An evacuation concept is only effective if the people involved know their roles. Therefore, we train employees specifically as Evacuation assistant.

The instructions include:

  • Roles and responsibilities in the event of an evacuation
  • Behaviour in different emergency scenarios
  • Communication with employees, visitors and emergency services
  • Support for people in need

Instructions and role allocation

We create clear, understandable, and practical Instructions for all relevant functions, including for:

  • Evacuation leader
  • Assembly point leader
  • Evacuation assistant

These instructions form the basis for briefings, evacuation drills and emergencies.

Carrying out evacuation drills

We accompany evacuation drills in a practical way, observe processes on site, and document weaknesses. Subsequently, you will receive concrete recommendations on how evacuation routes, communication, role allocation, and response times can be improved.

Advice for emergencies

In addition, we provide our customers with comprehensive advice on all safety-relevant aspects for emergencies, from organisational measures to the interface between occupational safety, fire safety, and emergency management.

With Safety Group S.à r.l. by your side, you'll be prepared for emergencies – in a structured, legally compliant, and practical manner.

Frequently Asked Questions about Evacuation Concepts

An evacuation plan is always advisable whenever there are large numbers of people in a building, on a site or at an event. This applies in particular to businesses, specialised buildings, theme parks, historic buildings and places of assembly. The aim is to have clear procedures in place and to be able to act quickly in the event of an emergency.
